Default Fixing noisy clouds (cloud only image)

Working with clouds using Adobe PhotoShop 7 + and neat image

See first image image
-------------------------
1. noisy image (starting point)

2. Reduce noise completely (neat image) . leaving a soft image

3. Copy image for later , then Apply ‘watercolor’ filter in Abode to current image

4. Paste copied image over watercolor. Then fade pasted image 50 %

I’m not sure, cus I’m not 100% sure what I’m talking about but….
It may be due to the ranges I picked, the dark areas where very under exposed
