Well, just a thought. It's not so much about the cost of the system with Dell but the 'intangible costs' of servicing.

Not sure about the states but the 'OEM' CDs that we see here, we are not suppose to be able to buy them. hahahah

A basic Dell, Pentium Dual core E2140 @ 1.6Ghz, integrated Intel 3100 graphics, 1GB ram w/monitor upgrade 19" widescreen and XP Pro was nearly $600 USD. I can build for similar machine for nearly $70 cheaper and I can later upgrade to Core 2 Duo, PCI-e GPU and I get to keep the CD's.
They don't?? Hmm.. Just bought a Dell notebook, and it came with the installation CDs.

Anyway, building your own is a good idea, especially if you know how to build one, like you do! Not only can you save money, you control the components used in your systems.

Are you rack mounting those servers? I think you can get a Dell poweredge 2950 (which is 2U) for about that price.

Of course it gets more expensive if you add more stuff to it, they're pretty beefy servers

No need for rackmount for that kind of setup, that's why he's not planning to.
