Default Pc doesn't work

Hi i'm new to this site. I'm wondering why my computer makes a noise like as if it's turning off, and then doesn't turn off, however it freezes and i can no longer work on it. I had to replace the power supply about 2 weeks ago, everyything was fine for a while, so i puchased a brand new one. The reason why i had to change the power supply was because it wasn't coming on at all, and now i can't turn it off.

So when you click "shut down" it doesn't do anything?.. just freezes?

Have your tryed pressing your power button (once)?
