Many tech websites are using php, so that should be the most popular, because it's free.

Apache, PHP, MySQL, all free.

well, it really depends on yourself to choose which platform you want to programme on.

There's microsoft spearheading the ASP.NET framework platform, Sun with their J2EE and JSP platform, and the opensource PHP.

XML is simply a new way of storing data which is supported by all major programming languages and databases.

PHP/MySQL/Apache is the most popular combination when it comes to normal users (i.e. not some company's website). It's free, yet powerful.
