I think you set Automatic Updates on. By default, Windows XP will download the updates and let you decide if you want to update.

Microsoft usually advertise any changes to their routine in a big way to protect customers.I've got sp2 installed & they will usually always advise if a restart is needed on the MS update page,not on the log off screen.Might be cool but what a better way to infect your computer than a log off screen where it seals the deal.
I just d/loaded two updates from MS update site,after being advised to restart I cancelled it by clicking on the red cross in top corner.No other warning came up on shutdown,so unless MS does things differently in your area (doubt it) I'd be wary.Could be a worm,trojan or spyware etc.

Happened to me a few times. If you have updates downloaded and installed, and you attempt to log off It will constantly remind you to restart.

This post has already been answered but,Adrian was right if auto updates are on it advises restarts etc that way(missed post).
