Commercial cd/dvd's are stamped not burned, so I'd guess they are'nt included in the life expectancy of dvd r's.

What about the legality of this?
In 1998 Congress passed the Digital Millenium Copyright Act, which made it illegal to circumvent software copy protections for any reason.
Has this changed?

No idea,but not all dvd backup & burning is copyright protected.
Also I dont think congress rules over the entire world!

I think it's legal to create back-up copies of any CD or DVD you own.

Does anyone know for "certain" where we all stand legally on this issue,of owning the original copy & being allowed to make one backup copy?

I wonder if your country is part of the "Union"

decryptions violates this law. But on the lighter side, if the material is not encrypted you can make copies under the provision of the U.S. copyright law called "Fair Use"
