So far I've found that RegSeeker and Comodo Registry Cleaner are both pretty aggressive, but Comodo may be a little bit safer. This is on a computer at work that's probably never had it's registry cleaned by anything but CCleaner.
I didn't even know Comodo has a registry cleaner! I'll have to check it out. I luv their firewall.

I almost screw up my windows using the tweak option on nCleaner

tweaking the system is always best manually with regedit

it increase my boot time from 25 sec to 40 sec
fortunately can redo it back
and yes, regedit is the best

though its got about configuration registry and mostly services

Service tweaking is one of the most useful tweaks for Windows OS'.
Just make sure you read thoroughly what each service is used for, e.g. Print Spooler is for printing.

There's also PCStats guides, which are pretty good
