Doubts regarding partial reconfiguration

I have just entered the reconfigurable computing field. Dynamic partial reconfiguration is a well discussed topic. I would like somebody to clarify if it is possible to perform static partial reconfiguration. If yes how is it possible to reconfigure only the changing logic when the system starts up?
