How to make a CPL/Control panel icon?

Ya... I have basically NO programming experience and skills and I want a control panel icon for my PC.
Plus side to this, it would point directly to an already made program that has icons and I have made some fairly complex working autoexec menus dealing with Windows 3.1-98SE.
So, anyone know how to make one, or where I can get some decent instructions on making one?

You mean making your own control panel icon? I'm sure there are few programs (some Photo-editing icons let you make one too) for these.

I think he meant more than just making the icon. He wants to add them to the Control Panel.

Ya, I want to add an additional icon to it. Replacing is easy enough and I have done that.
