Default any software that can control internet bandwidth?

hi
i don't know is this sound right or not
sorry for my poor english
anyone know is there any software to control or limit the usage of internet of each individual?

1. assume that the router cannot be set (actually it really cannot be set since the id and pass of the router had long forgotten , and the internet id and pass too )
2. and assume that i cannot do anything to other computers

so is there a software that can be install only in my computer and control the whole internet usage of others?

He wants something that can allow him to control the bandwidth usage of other users in the network. Netlimiter can't do that.

the closest you can get to that is Netlimiter (pro version) installed on every machine, and then locked down to allow only yourself to be able to change any settings. then enable the remote administration feature to allow your machine to control the speed of the other machines.

Otherwise, get a network shaping router.
