Default LAN problem

ok in my work place PC, the internet connection is sometime fine but sometime cannot surf at all! other workstation is working fine.

here what it shows in firefox "The network link was interrupted while negotiating a connection"

but when i did a ping, 100% packet receive

i have already perform a full system scan for antivirus and spyware

i need to plug out the cable and plug in.. or restart pc. SOMETIME only work. and when it works.. it will last for until it will died again after sometime. any idea/solution before i go tell my superior

i strongly believe, 1 of its module that checks the web browser for phishing (webproxy.exe)or its firewall has some major problem, disable it and it running fine
