First Malaysia's deputy police chief said it was standard procedure for suspects to be forced to strip and squat repeatedly while holding their ears.

Chinese anger

Now the minister in day-to-day charge of the police has hit out at complainants from overseas.

"If foreigners think that Malaysia police are brutal, please go back to their own countries and not to stay here," Noh Omar told reporters in parliament.

On Monday he told lawmakers that he believed police had followed the rules, seemingly putting him at odds with Prime Minister Abdullah Badawi, who had announced a full independent inquiry.

The video prompted widespread outrage in Malaysia and the government has distanced itself from Mr Noh's remarks.

But this is becoming increasingly difficult for Mr Abdullah who is sometimes characterised as too nice for the job.

Calls for the deputy police chief and now the deputy internal security minister to be sacked have so far gone unheeded.

On Tuesday the Chinese government stepped in and asked for abusive police officers to be punished, and for its citizens in Malaysia to be properly protected.

Several Chinese women have complained of being humiliated and robbed by Malaysian police officers, and the video footage has lent weight to their stories.

"We have to be fair to the police. We cannot reach a stage where the police are demoralised," he said.

Although some lawyers have said strip searches are illegal, Datuk Noh said there was a case for police discretion in conducting searches.

The 70-second video drew international media attention and much criticism from Malaysians after opposition MP Teresa Kok revealed it in Parliament last week.

Democratic Action Party (DAP) leader Lim Kit Siang likened it to the brutal treatment of Iraqi detainees at Abu Ghraib.

Lashing out at critics, a combative Datuk Noh said if foreigners thought Malaysia cruel in its ways, they were free to leave.

The deputy minister was to brief Parliament yesterday on the results of a separate police probe into the incident, but the issue did not come up after the Speaker rejected an opposition motion for a debate.

The Speaker, Tan Sri Ramli Ngah Talib, said the subject of the motion tabled by Kok, a DAP MP, was not sufficiently urgent.

Lim voiced disappointment and noted that Datuk Noh seemed to be at "loggerheads" with the Prime Minister, whom he praised for calling for an independent probe.

"Unfortunately, the Prime Minister seems to be quite alone," he added, hinting at resistance within the police force and among some ministers.

The Straits Times understands that the Prime Minister's Office has made known its displeasure at Datuk Noh's statements, and has directed all government officials to refrain from further comment until the probe is completed.

Eight police officers have been questioned in connection with the case. All are from the Petaling Jaya police headquarters where the incident took place.

Noh yesterday (Nov 29) declined to identify the woman in the clip, who is believed to be a Chinese citizen.

China has urged Malaysia to punish those responsible and to ensure the safety and dignity of Chinese visitors.

Foreign Ministry spokesman Liu Jianchao said at a regular news briefing in Beijing that a visit by Malaysia's Home Minister Azmi Khalid was still being arranged.

"The timing of the visit will be set at an appropriate time for both sides," he said.

Datuk Azmi was supposed to have visited China today on a damage-control mission. But the trip was postponed to next month. The minister said Beijing had asked for the delay because his Chinese counterpart had prior commitments.
