From insider info, The Urge might be previewing the replacement of the S15 Silvia (Looking at the hardware, FR layout.), or probaly an idea for a smaller sports car for the US/ Japan market.

But that's a concept car which is basically a prototype tha's made to preview a new vehicle's styling, technology, and/ or overall design at motorshows couple of years (Or months) before the production phase. They are often shown at motor shows to get customer reaction to new and radical designs which may or may not have a chance of going through the production phase. But most (Not all) of the concept cars that were produced for motorshows don't enter the production phase directly. Car makers usually make some minor or major changes, usually to make it more practical for consumers (Removing those fancy concept car stuffs.), tweaking the design from something radical to something more acceptable for consumers, tweaking the car (Chassis, engine, suspension, active & passive safety equipment & etc.) & also for the companies to save costs (e.g. Replacing exotic materials like Carbon Fibre or Titanium, to Aluminium, Alloy or similar).
