PCI Latency Timer Issues...

I've the exact same issues this guy had, only his solution doesn't work for me because my computer doesn't see my graphics card, or something similar:

I've tried PCI Latency Tool/PowerStrip but it doesn't show anything that I've connected:
img204.imageshack dot us/img204/6224/cizl9.png

Even though it SHOULD look like this, shown as an image example on the site I posted 2 links above:
geocities dot com/phileosophos/images/powerstrip_diagram.gif

I've an e4600/Gigabyte 965P-S3/no sound card/Radeon HD 2600 XT/F12.

Could be a bad motherboard with a bad VGA adaptor. Do you have any spare VGA cards to install in this computer. Maybe the BIOS has your VGA disable. Let us know what happens.
