Yeah, the ATI Radeon HD 3450 would beat the crap out of the IGPs. But if you are looking to just play HD videos and simple games, then the Intel GMA4500HD is good enough. Unlike its non-HD version and the older GMAs, it's fast enough to support HD videos.
trying to cut some cost since gma 4500hd mobo cost around $120 so trying to look up mobo around $50 and hook it up with 3450 which cost around $20
Okay, then it would be much better to go dedicated. It only makes sense to get IGP if it's cheap and you don't need serious graphics processing power.

Well, that Gigabyte DS3 series is flexible stuff, and the build quality is slighty better than the others. In my opinions, Asus, Gigabyte and MSI made quite good boards.
