    192.168.80.1 is FreeBSD le1 NIC.
As you can see, there are 7 dif. MAC addresses:

    1 MAC - 00:d0:89:02:63:78
    2 MAC - 00:d0:89:03:b0:80
    3 MAC - 00:d0:89:03:b0:08
    4 MAC - 00:d0:89:03:93:bc
    5 MAC - 00:d0:89:02:63:48
    6 MAC - 00:d0:89:02:63:7c
    7 MAC - 00:d0:89:02:62:aa

    and

    8 MAC - 00:50:56:9a:75:9f is my FreeBSD le1 MAC.
When I stop arp on le1:

    ifconfig le1 -arp

All PC's with Windows 7 and Windows 2008 do not have internet access.
Also I try to put router:

    DVR1 DVR2 DVR3 DVR4 DVR5 DVR6 DVR7
    ------------------------------------
    |
    switch - router - switch - GW

But ARP packets still f*cked up my GW, and Windows 7 drop internet connections.
Why DVR's wana use 192.168.80.1 ?How I can block this packets?
    Thanks

Does your DVR have a built-in router? If it does, you need to connect to it using a LAN cable and disable the router's DHCP server.

    I dont thing so.
In DVR network setting have only "Network options" from where you can set static IP address ( at the moment they use static IP addresses - 192.168.80.130-137 ) and "DHCP use"
When I put IP from another network - 192.168.90.131 , FreeBSD le1 continue to recеiving ARP packets from this DVR ( 90.131 ).
Only when I power off it, packets stop ( or disconnect ).

    P.S. I'm not 100% sure , but I thing DVR's was Dynacolor DG216

Your Dynacolor DG216 DVR does have network routing capabilities. You need to disable its DHCP server.

Thanks, tonight will try to find it.I suppose this options must be somewhere in DVR network config?
