It has to be a problem with the line in on my sound card or line out on the tv card because thats how i have it. The speakers are plugged into the tv card and the line out plugged into either line in or line out on my sound card, neither works, and sound selector is set on line in. I also tried hooking the ps2 av adapter to the cable jack and i still get no sound, even when i select tv tuner as the audio source.

You have to plug them into line-out or speaker-out on the soundcard. ^^

Ok, now we've got it. ^^

DO NOT plug something into the WinTV line-in.
DO plug your speakers to the soundcards line-out/speaker-out.

    While running WinTV2000-app?
Try if it's still there without the app loaded (you should hear the sound then, too).

By app u mean the Wintv 2000 program? That is obviously running. All i see is the PS2 main menu and i just hear hissing.

So shut down the WinTV2000-prog but don't shut off your PS2.
    Is it still hissing?

    Check out your audio-mixer settings.
Line-in should be enabled and not muted, microphone should be disabled.

Line in is selected and not muted.

Did you set Source Selector to "soundcard line-in"?

    Damn ... ^^
Could you try to buckle up an antenna or cable to receive any kind of TV-prog and check out if there's sound at all?

Thats why i was wondering why there was no sound when i plugged the ps2 av adapter into it. Must be something wrong with my sound card cause the tv worked on my other computer a few months ago.

That'd be easy to find out.
Unplug the WinTV Line-out cable from the soundcards line-in and plug the speakers or some headphones into WinTV's line-out connector.
Despite its settings sound-output should work now.
