Many tech websites are using php, so that should be the most popular, because it's free. Apache, PHP, MySQL, all free.
well, it really depends on yourself to choose which platform you want to programme on. There's microsoft spearheading the ASP.NET framework platform, Sun with their J2EE and JSP platform, and the opensource PHP. XML is simply a new way of storing data which is supported by all major programming languages and databases.

PHP/MySQL/Apache is the most popular combination when it comes to normal users (i.e. not some company's website). It's free, yet powerful.
any programming language can do an e-commerce site... it's again back to your own choice of language. which one do you like to program with.
dreamweaver? well, again, it all depends on which platform you are planning to program 1st. although I think dreamweaver would be fine, some would tell you a plain text editor would be good enough. and for ASP.NET, it's best to use Visual Studio itself to code up the site for J2EE or JSP, there are some IDEs that could help you with your programming.
oh well, depend on me again... :sweat: LOL OK, i think i'll do it on window2k lo. ASP.NET, i heard it is not that easy to use wor, nv try, so no comment on it. i might try out the PHP or XML, on what s/w, still not yet decide
ASP.NET is more powerful than ASP .. but the coding is much more strict .. heheheh i always have error in ASP.NET compared to ASP .. hehehe..wrong codings/syntax text editor will do unless you wanna do HTML layouts... you can use either frontpage/dreamweaver.. but i like to use notepad to edit them
