Looks like you are really running at 2.0 GHz, instead of 3.0 GHz...

The temperatures seem within normal limits but it really looks as if your CPU is being throttled. The temperatures may not tell the true story as they will certainly be low if the CPU is being throttled, not only in frequency but also using idle cycles.

You might want to crack open the HTPC and see if the CPU fan's running...

You brought up a very interesting topic. I'm going to test HT in the Core i7 myself.

Sure. Here are the details :

Thanks for the try, that would give it a reason, but my computer is built very silent and cool running. There are all together 5 fans, all running normally and around 700-800rpm. My CPU or any other temperatures have never been over 60 even in benchmark testing, so i don't think it has ever throttled. The idea in my DIY HTPC since the building and during all the updates has always been based on:
    - just enough performance for my needs
    - low energy consuption (to maintain low temperature)
    - minimum sound level (big and slow fans, good ventilation, not much heat to ventilate)

Other ideas? Ways to test if the CPU or some other hardware is broken? Could some driver update have caused this? Or a power cut (we have had both short and long ones lately?

edit: I just found a daily repeating log event, starting from 29.12.2009 that might have something to do with this problem (translated from finnish):
    Source: Kernel-Processor-Power
Group 0 processor 1 performance power management has been shut down because of a problem in driver program. Ask updated driver from the manufacturer of your computer.
Group 0 processor 0 performance power management has been shut down because of a problem in driver program. Ask updated driver from the manufacturer of your computer.

Edit2: That critical message was sent first time to event log a second after a <1sec power cut. I suppose i have something broken... My device manager doesn't warn me of any driver problems. Anyway, it would be nice to know WHAT is broken to change the right part.

Hmm.. Looks like one of your driver isn't working right.

Since you had a power cut, did you do a disk scan? If not, give it a try - run an offline disk scan.

All disks are working, no errors from disc scan. At next i schedule a memory test.

EDIT: no problem with memory either... now i'm out of ideas myself, please keep on helping.
Is it possible that (despite the error message i'm getting from Kernel-Power) my system is running at 3000MHz and both the x264 test and Everest ultimate edition diagnostics read my system wrong? Now I did run some CPU and FPU tests with Everest and the results are in top, comparing to all the dual processors tested there. However... the x264 is still showing those ugly results "encoded 1442 frames, 6.84 fps, 3971.51 kb/s"

No, I don't think CPU-Z read your system wrong. The results are way off. Check the results that we posted of another E8400 running at the proper clock speed of 3.0 GHz.

I found 3x E8400 results, all with different core speed. Icopied only the last test result to make it a bit shorter:

The last one is a copy of my test result.
You seem to be right, I AM RUNNING WITH 2/3 SPEED.
Could someone advice me to a good forum for fixing the problem, since this one is for the results?. All help is welcome here. Anyway, I thank you already for helping me and prooving that the problex exists.

I don't know why I missed all these posts.

Did you change your power options to balanced or power saver in Windows?

I did some BIOS managing and overclocked a bit too. Now i'm satisfied with the results. My settings at BIOS are at 9x400, x264 test seems to performed with that too. See the low temperatures.

    x264 HD Benchmark 3.09

The new x264 HD Benchmark 3.0 is here!

This is the improved version of the x264 HD Benchmark 2.0 benchmark which has become a standard CPU benchmark for Tech ARP as well as many other hardware enthusiasts.

The new x264 HD Benchmark 3.0 ups the ante by using the latest r1342 x264 encoder as well as other changes under the hood. This makes the x264 HD Benchmark 3.0 the new best tool for testing the full capabilities of modern multi-core processors.

Do note that due to the changes, the results from x264 HD Benchmark 3.0 are NOT comparable with results from older versions of the benchmark.

In addition to the release of the benchmark, we will be compiling benchmark results for this new version. So please contribute your new benchmark results to this project!

    Check out the latest results!
