She cut it to prevent being tested for drugs as one of the guys she's with was threatening to do.

 

My understanding is, they where going to take a sample of her hair to check for drug residue, of the three tests for the usage of drugs hair testing is the most effective. If she failed the test she would have lost custody of her kids.

 

I think by cutting her hair she is indirectly confirming that she used drugs, and that can be used in court, can't it?

at least it seems logical..
